WebI think Strand is pretty balanced. The issue with Stasis is that due to PVP complaints and Light subclases still being 2.0. Bungie went overboard with the nerfs, which almost killed the subclass in PVE. I won't even get started about the Revenant stasis exotics, which are pretty much useless now. We only got a glimpse of it's true potential.
